No number can appear twice in the same row or column. The arrows tell you which number is greater. Click on the number you think belongs in that square. If you think a number does not belong in a square, right-clicking it eliminates it as a possibility for you.

Tip: Start at the extreme values. On a 5x5 board, 5 cannot be less than any other number in that same column or row, so if there is only one square in a row that is not less than anything, that square has to be a 5. And likewise, 1 cannot be greater than any other number in that same column or row.

This is a logic game. No guessing is required.
